Programs to address the social impact of COVID-19

ACTION 4

• Beneficiary: family with a child under 14 years of age, where the parents or one of the parents has lost his / her registered work in the period from March 13 to 25 and none of the parents has a job as of March 25.
• Support type: one-time support for each minor child in the amount of AMD 100,000.
• Basic terms and conditions: The average monthly salary did not exceed 500,000 drams during the two months prior to dismissal.

There is no need to apply, the system automatically identifies beneficiaries and transfers the money.

ACTION 6

• Beneficiaries: those citizens who lost their job on March 13-30, 2020.
• Support: lump-sum assistance in the amount of 68,000 AMD.
• Basic terms and conditions:
- Availability of a registered job in the period from January 1 to March 13, 2020.
- The average monthly salary did not exceed 500,000 drams in the two months prior to dismissal.
- The beneficiary did not work in financial organizations or in gambling establishments.

There is no need to apply, the system automatically identifies the beneficiaries and transfers the money.

ACTION 7

• Beneficiary: The pregnant woman who does not have a job as of March 30, and whose husband lost his job between March 13-30, or the pregnant woman who does not have a husband
• Support type: one-time assistance in the amount of AMD 100,000.

There is no need to apply, the system decides the beneficiaries on its own and transfers the money.

ACTION 8

• Beneficiaries: those individuals who were employed in the spheres listed below or were self-employed on March 13-30, 2020.

- Hotel services,
- Public catering services,
- Tourism services,
- Hairdressing and beauty salon services,
- Retail services (except for food and drug dealers)
- Ground transport operations (route transport);
- Preschool institutions (private kindergartens).
- Sporting activities (sports clubs, swimming pools)
- Entertainment and other leisure activities

• Support type: lump-sum assistance.

- 50% of the average salary of an employee in January-February, but not more than AMD 136,000, if the beneficiary worked full time, not less than 68,000 AMD,
- Self-employed entities shall be supported at the rate of 10% of the turnover posted in the 4th quarter of 2019, but not more than 136,000 drams

• Basic terms and conditions: The beneficiaries were employed in the affected sectors in the period from March 13-30, 2020.

ACTION 9

• Beneficiary: Family with a child aged 0-18, where both parents do not have a registered job.
• Support type: lump-sum assistance for each child in the amount of AMD 26,500.
• Basic terms and conditions: The children and at least one of the parents are residents of the Republic of Armenia; the family is not eligible for a family benefit; in case one of the parents had a job before March 1, 2020, his or her monthly salary did not exceed 500,000 drams.

ACTION 11

• Beneficiaries: those subscribers to natural gas and electricity supply contracts whose consumer bills did not exceed 10,000 drams for natural gas consumption, 5,000 drams for electricity consumption in February, 2020.
• Support: lump-sum assistance to the amount of 50% of natural gas and electricity consumed in February, 2020, respectively.
• Basic terms and conditions: Natural gas and electricity consumption in February, 2020 did not exceed the amount specified in the decision.

There is no need to apply: the money is automatically transferred to the utility operator to settle the overdue debt of customers eligible under this Action 11 or as an advance payment in the absence of overdue payments.

ACTION 12

• Beneficiary, those subscribers to natural gas and electricity supply contracts whose consumer bills amounted to AMD 10 001 - 30 000 for natural gas, and AMD 5 001 - 10 000 for electricity in February, 2020.
• Support: lump-sum assistance to the amount of 30% of natural gas and electricity consumed in February, 2020, respectively.
• Basic terms and conditions: Natural gas and electricity consumption in February 2020 did not exceed the amount specified in the decision.

There is no need to apply: the money is automatically transferred to the utility operator to settle the overdue debt of customers eligible under this Action 11 or as an advance payment in the absence of overdue payments.

ACTION 13

● Beneficiaries: socially disadvantaged families
● Form of assistance: one-time assistance at the rate of 50% of the amount of the social benefit, of which:
- 70% is provided in cash along with the benefit for April;
- 30% is available as a payment for the energy consumed by the subscriber.
● Basic terms and conditions: eligible are those households entitled to family and social benefits as of April, 2020.

There is no need to apply: 70% of the proceeds of assistance is available as a cash payment in addition to the amount of the family allowance for April; the balance of 30% is transferred to the utility operator on behalf of the subscriber of electricity. If the beneficiary has a debt, the funds will be used to settle the arrears. In the absence of overdue bills, they will come as a prepayment for services. If the beneficiary is not an electricity subscriber, this part of the funds shall be offered to the beneficiary as a cash payment.
 

ACTION 14

Beneficiaries: Students of educational institutions involved in graduate, postgraduate (clinical residency) academic programs:
- 100% tuition fee reimbursement for graduate students in the second semester of the 2019-2020 academic year;
- 75% tuition fee reimbursement for all students (except for graduates) in the second semester of the 2019-2020 academic year;
- Full or partial (5 percent) interest rate subsidy on student loans for the period from May 1, 2020 to December 31, 2020.

Basic conditions:
- In case of partial or full reimbursement, the total average grade point average (GPA) should be 90% and more than the maximum value of GPA from the beginning of the study to the end of the first semester of the 2019-2020 academic year;
- In case of full student loan interest rate subsidy for the period from May 1, 2020 to December 31, 2020, the total GPA should be more than 80% of the maximum value of GPA from the beginning of the study to the end of the first semester of the 2019-2020 academic year.

ACTION 15

Target: provision of temporary jobs in the agricultural sector by solving environmental problems
Beneficiaries: those RA citizens or stateless persons residing in the Republic of Armenia who may wish to participate in construction of riverbanks in the highlands of the Republic of Armenia, co-organized by Hayantar State Non-Governmental Organization, the Foundation for the Preservation of Wildlife and Cultural Heritage.

The amount of support is the remuneration so received.

ACTION 16

Beneficiaries: utility subscribers (natural gas, electricity, drinking water and (or) drainage service).
Form of support: lump-sum assistance:
- 30% of the amount due for natural gas and electricity consumed in February 2020;
- 50% of the amount due for electricity consumed in February 2020 by the residents of non-gasified settlements,
- 50% of the amount due for drinking water (or) drainage service provided in March 2020.

Basic conditions:
- Natural gas bill worth AMD 30 001-40 000 for February, 2020;
- Electricity bill worth 10 001-25 000 for February, 2020;
- Drinking water bill and / or drainage service fee of up to AMD 3000 in March, 2020.

ACTION 20

Beneficiaries: persons who from March 1 to June 15 were employed in the spheres specified below (employees under civil law contract) or sole proprietors:

1) Hotel and hostel services;
2) Public catering services;
3) Tourism services;
4) Pre-school education (private kindergartens);
5) Sporting activities (sports clubs, swimming pools);
6) Entertainment and other leisure activities;
7) Cinema houses and cinematographic activities;
8) Activities in the field of photography;
9) Rental of cars and other items;
10) Educational activities in the field of culture, music, sports, dance;
11) Activities in organizing creative, artistic and ceremonial performances;
12) Casino activities;
13) Providing social services with accommodation to persons in need of health care;

Form of assistance: lump-sum assistance in the amount of the minimum wage,

Basic conditions: Beneficiaries should have been in working or civil relationships with the employer in the affected area for at least 1 day during the established period (including where the employer has been terminated or ceased operations as of June 15, 2020).

In case the employer is operating in several areas (one or more of which are included in the affected areas), support is provided if the share of activities in the affected areas is at least 40%. Moreover, in this case assistance shall be provided to all employees of such an employer.

Support is to be provided by the beneficiary based on application submitted at https://dimum.ssa.am/

ACTION 22

• Beneficiaries: those who lost their job and did not find another employment in the period from March 31 through June 1, 2020.

• Form of Support: one-time lump-sum support to the amount of AMD 68,000, which is paid exclusively by transferring the money to the beneficiary’s bank account.

• Basic Terms and Conditions:
- At least 85 calendar days from January 1 to March 30, 2020, beneficiaries should have been in employment relationships with an employer on the basis of an employment contract or by virtue of an individual legal act on employment.
- They were not in employment relations with those employers specified by the relevant decision (banks, credit organizations, pawnshops, insurance companies, foreign exchange offices, investment organizations, investment funds, lottery and gambling organizers, etc.)
- Their average monthly salary did not exceed 500,000 drams in January, February and March, 2020
- As of June 1, 2020 (inclusive), they were not in employment relations with another employer or the same employer under another employment contract.
- As of June 1, 2020 (inclusive), they were not registered as self-employed (except for those registered after January 1, 2020).
- They have not been supported under the RA Government’s 20th anti-crisis program.
