Mher Grigoryan Attends Workshop on 2019-2023 Public Finance Management System Reform Strategy
Deputy Prime Minister Mher Grigoryan today attended a workshop on 2019-2023 Public Finance Management System Reform Strategy, organized by the Ministry of Finance with the participation of representatives of international organizations in Armenia.
The Deputy Prime Minister delivered a welcoming speech, in which he stated:
“Dear Colleagues,
Let me greet you on behalf of the Government of the Republic of Armenia and myself and thank you for attending this very important conference. As you know, in late November, 2019, the Government approved the Strategy and Action Plan for the Reform of the Public Finance Management System in 2019-2023. Needless to say, this is one of the most important strategies – a basic strategy which seeks to ensure fair distribution of public assets.
We intend to strategically ensure the adequacy of regulations, forecasts and decisions, provide for a targeted, efficient and cost-effective use of public good, transparency, accountability and control integrity. The principles that have been discussed for a long time are very clear on the one hand, and at the same time, I think, they need to be reaffirmed with a strategy, so that we could understand where we go and what our ultimate goal is.
In implementing this vision, the Government has adopted a more proactive and transparent approach. Initiated by the Government of Armenia, this forum is a key milestone in ensuring transparency and inclusiveness in public finance management reforms, which aims to present our reform agenda to our partners, demonstrating our political will for a change, identifying the donor community’s commitment and enhancing its effectiveness.
The Government of Armenia attaches great importance to donor community’s involvement in this process, stating that the ongoing constructive cooperation has made it possible to implement major changes in the system of public finance management. The cooperation has the potential of expansion that can be tapped through combined effort.
We are hopeful that today’s discussions will be effective in terms of furthering the reform process to the benefit of the Republic of Armenia and the citizens of Armenia.
Thank you. I would like to reiterate that we are truly committed and planning to design and implement a realistic discussion of our strategies, as we highly value our cooperation with donors in the process of strategy development and implementation.
I believe that today’s discussion will serve as a common format for strategy discussions which, if successful, will be circulated and continued ahead.
