PM instructs to assess the damage caused by the hailstorm and submit recommendations





A Cabinet sitting was held today, chaired by Prime Minister Karen Karapetyan. Before proceeding to the agenda, the Prime Minister gave a number of instructions.

The Prime Minister first referred to the efforts aimed at addressing the aftermath of the hailstorm of June 12, 2017. “The hailstorm mainly affected a number of communities in Armavir Marz I am hereby instructing the Minister of Agriculture, the Minister of Territorial Administration and Development and Armavir Marz Governor to examine and summarize within three days the damage caused by the hailstorm and submit a relevant proposal and reference note to the Government Staff.”

The Premier’s next assignment had to do with the simplification of dual-purpose items’ export-import procedures. Karen Karapetyan instructed the ministries of Economic Development and Investment, Transport, Communications and Information Technology, Defense, as well as the Head of State Revenue Committee, the National Security Service Director and the President of Trade and Industry Chamber to submit within a three-week period clear-cut recommendations on the application of the “one stop shop” principle in order to simplify the export-import procedures for dual-purpose items using swift, effective and predictable mechanisms.

The Prime Minister instructed the heads of executive agencies to ensure that the draft laws and government decisions subject to public discussion are properly posted on www.e-draft.am website, as well as to ensure that the documents so posted are forwarded to the Government Staff in line with the mandatory requirement. The Justice Minister was told to provide extensive media coverage and submit regular progress reports within a month’s time.

The Government endorsed the proposal to sign an agreement in the form of exchange of notes on the procedure of recognition of resident’s certificates delivered to Republic of Armenia and Republic of Kazakhstan citizens under the November 6, 2006 agreement on avoiding double taxation of income and property and preventing tax evasion as signed between the Government of the Republic of Armenia and the Government of the Republic of Kazakhstan and the Protocol attached thereto. The agreement provides that the Armenian authorities shall accept the certificates issued by Kazakhstan’s authorized public entity and confirmed with the seal featuring the coat of arms of the Republic of Kazakhstan (and vice versa) without any special certification (without apostils of ratification or approval).

“We must have a clear action plan regarding the countries eligible for facilitation of this process in order to stimulate business activities. We must implement the standing conventions or initiate the signing of similar conventions, if unavailable,” Prime Minister Karapetyan said and instructed the Minister of Economic Development and Investment to submit a report within a week’s time on the steps to take in this direction.
