RA Ministry of Justice Submits 2015 Performance Report


Chaired by Prime Minister Hovik Abrahamyan, the Government today discussed the report of the Ministry of Justice, the Compulsory Enforcement Service of Judicial Acts and the Criminal Executive Service on the major works executed in 2015, as well as on implementation of the program of activities and priority tasks of the Government of the Republic of Armenia in 2015.

Minister of Justice Arpine Hovhannisyan noted that with the support of international and Armenian experts a draft law “On Probation Service in the Republic of Armenia” was developed last year. As a result, a pilot probation service project started in Shengavit administrative district of Yerevan and in Vanadzor. As part of the test in conjunction with the Ministry of Culture of the Republic of Armenia on the eve of celebrations of Erebuni-Yerevan for 20 juvenile offenders were able to visit Erebuni historical and archaeological museum.

In order to address the infrastructure and applications of the correctional system, there was put into operation the second and third residential housing blocks of the Armavir penitentiary of RA Ministry of Justice, ushering in the completion of the Armavir Penitentiary State-funded program. The facility is intended for 1240 prisoners. Repair and decoration works were carried out in the penitentiary institutions Kosh, Sevan, Vanadzor, Vardashen, Nubarashen of the Ministry of Justice of the Republic of Armenia.

The Ministry launched an energy conservation program in the framework of agreements concluded between the Penitentiary Service and the Foundation for Renewable Energy and Energy Efficiency, as a result of which there will be addressed lighting issues, heating chambers, waterproofing of roofs, as well as the provision of appropriate sanitation facilities in a residential area for the pre-detainees and convicts.

Arpine Hovhannisyan informed that there was created an electronic register for registration of secured rights with respect to movable property in 2015, which from October 1, 2015 is available at www.registration.am.

During the past year, 224 beneficiaries were retrained (notaries, assistant notaries, lawyers, experts in credit and risk management).

Head of JACES Mihran Poghosyan reported that the volume of the amounts collected and recovered by JACES exceeded 24 billion drams in 2015. JACES initiated 893 000 222 enforcement proceedings in favor of plaintiffs. In particular, there was collected and recovered AMD7 billion 190 million in favor of the State budget, 13 billion 676 million - in favor of legal persons, 1 billion 601 million drams - in favor of individuals. Non-property cases initiated and implemented for 27 348 executive productions. The number of completed and terminated enforcement proceedings amounted to 743,835.

Head of Penitentiary Service Arthur Osikyan reported that in the penitentiary institutions of the republic there are currently held 3 800 convicts and pre-trial detainees. The Penitentiary Service led successive work towards improving the social situation of prisoners in the penitentiary during the past year. A key focus is the reduction of corruption in the system. There was introduced an electronic system for the delivery of parcels to prisoners. The penitentiaries are furnished with necessary medical supplies.

The Prime Minister noted the importance of the ongoing reforms in the justice system and the planned programs, including the introduction of the probation service. The Premier expressed his satisfaction with the active work of the Ministry of Justice, JACES and the Penitentiary Service in terms of their tasks, including the submission of legislative initiatives to provide a legal framework for the government’s overall activities.
