Support for Border Communities









A regular Cabinet meeting was held today, chaired by Prime Minister Hovik Abrahamyan.

The Government approved amendments to the state budget of the Republic of Armenia for 2016 and made changes in one of its previous decisions to provide state support for border communities in order to provide partial compensation to their residents for natural gas, electricity, irrigation water tariffs and compensation for property tax and land tax. According to the justification, the amounts so allocated to border communities will rise to 928,871.2 thousand drams.

In accordance with the assignment issued at the February 2 meeting with the Prime Minister, (on inspections carried out by the Control Chamber of Armenia in the territorial agencies of social support in Kotayk and Aragatsotn Marzes of Armenia), the Government enacted a change in the decree “On establishment of 2016 family allowances sizes, social assistance, emergency assistance and allowance for child care up to two years.”

It is proposed to call off the provision for additional quarterly emergency assistance through savings in order to better address the use of these funds. It is also proposed to establish control over the appointment of family, social benefits and emergency assistance at the territorial level to provide process support network, to enter into agreements on social cooperation, as well as constant monitoring of activities formed under an agreement coordinating councils.

Referring to the decision, Hovik Abrahamyan noted that the question has arisen as a result of inspections carried out by the Control Chamber. According to the Prime Minister, the adopted resolution seeks to ensure better targeting, impartiality and effectiveness of the provision of benefits and for this purpose instructed all authorities to control this process.

The Executive next approved a package of draft laws on making amendments and additions to the RA laws “On notice of implementation of activity” and “On State Duty.” The bill pursues the need to stimulate the production of grape vodka. There will be a reduction from 15 million drams to 50 thousand drams of the size of the annual fee established for the acquisition of the right to carry out the production of grape vodka.

Attaching great importance to the bill, Hovik Abrahamyan said the question has arisen as a result of meetings with entrepreneurs. The decision will also contribute to the growth of volumes of manufacture of grape vodka. There are varieties of grapes, which are not suitable for the production of cognac, and they are not accepted refineries, which leads to big problems. Now, if we reduce the fee, we expect to create about 20 manufacturing companies that will not have pay the amount of AMD15 million annual fee, instead they will have to settle an amount of AMD50 thousand. This we will solve the problems of our winegrowers,” the Prime Minister concluded.

The Government approved the draft law “On Amending the RA Law “On the Structure of the RA Government.” The purpose of the bill is to ensure a more efficient management system. In particular, it is proposed to divide the sphere of emergency situations and territorial management.

The meeting approved a package of draft laws on amending the RA Law on “Reproductive health and reproductive rights” and the RA Law “On Making Addendum to the RA Criminal Code.”

As a result of the first bill, the foreigners in accordance with the law will benefit from assisted reproductive technologies and will be mechanisms for ensuring the rights of children born as a result of the application of these technologies, it will be forbidden to use assisted reproductive technologies to those not in a marriage in accordance with the RA legislation and will not be the biological parents of the child, disappears the possibility of applying the institute of surrogate mothers for commercial purposes.

And with the adoption of the draft of the RA Law "On Making Addendum to the RA Criminal Code" is expected by the threat of criminal punishment fact exclude the use of assisted reproductive technologies for the birth of children for commercial purposes. To simplify the initial data collection process as a result of road accidents in the agreed declaration, reduce traffic jams formed due to accidents, the Government has made changes and additions to one of the previously adopted decisions.
