PM: “We need to ease the fiscal burden, provide greater opportunities and a better environment for businesses”








A Cabinet sitting was held today, chaired by Prime Minister Hovik Abrahamyan. Before proceeding to the agenda, the Prime Minister congratulated Arpine Hovhannisyan on her appointment as Minister of Justice, and wished her fruitful and productive work.

The Government amended a previously adopted resolution to ensure the return of the amounts of value added tax for the 9 months of this year according to exporters’ application.

The Prime Minister noted the importance of this decision, noting that the Government should address any such issue as may help promote business development and revitalize the economy.

The Government adopted a decree on amendments to the Decree of October 14, 2010 “On approval of regulations on location of facilities and citizens in most dangerous zones, implementation of work in these areas, railroad traffic and railroad crossings.” The purpose of the decision is to provide for a more complete description of rules applicable to citizens’ location and movement in the most dangerous areas of railroad traffic and railroad crossings.

Referring to the decision, Prime Minister Hovik Abrahamyan said, “In general, we must be careful not to create any additional impediments to business. Take this as a basis, and this applies to everybody. We had been putting up with this situation so far. What is the reason for us to tighten the regulations? I do not understand. Under today’s economic conditions, we need to ease the fiscal burden, provide greater opportunities and a better environment for businesses. Each agency wants to once again assert its presence. In any case, I shall not approve the amendment until you explicitly report back the reasons.”

Housing problems to be solved for a large number of citizens
 

The Government decided to provide D & H Group LLC with a loan equivalent to USD 10 million from the State budget of the Republic of Armenia. This amount will be used for the implementation of the Old Yerevan project.

Regarding the issue, Hovik Abrahamyan reminded that numerous housing problems have emerged between citizens and developers during the implementation of the project, and now the Government is trying to solve them. Attaching great importance to the implementation of the Old Yerevan project, the Premier said that the decision is approved to assist the Company with project implementation.

International cooperation
 

The Government accepted the proposal to sign the Protocol amending the agreement of June 6, 2002 on mutual visa-free trips of citizens of the Republic of Armenia and the Republic of Belarus. As a result, there will be addressed important issues of cooperation in the field of migration. The citizens of the Republic of Armenia will enjoy more favorable conditions on the territory of the Republic of Belarus, including working conditions.

The Government approved a proposal on Armenia’s accession to the Global Forum on Transparency and Exchange of Information for Tax Purposes of the Organization for Economic Cooperation and Development (OECD). The Global Forum has about 125 member countries (OECD and non-OECD countries).
The meeting accepted the proposal for conclusion of a cooperation agreement between the Government of the Republic of Armenia and the Government of the French Republic in the field of migration.

The agreement will open up new opportunities for those Armenian students, young professionals and skilled experts wishing to enhance their knowledge acquire new experience and skills in the areas of their professional activities through training and work in France. The agreement will also help prevent illegal migration from Armenia to France.

The Prime Minister asked the Head of the Armenian State Migration Service by the Ministry of Territorial Administration and Emergency Situations to provide information on the steps aimed at simplifying the entry of RF citizens into the Republic of Armenia and urged him to discuss the issue with the Russian counterparts with a view to facilitating Russian nationals’ entry into the Republic of Armenia with their RF-issued home passports.

“If we solve this issue, Russian citizens will be able to freely come to the Republic of Armenia, which in turn will boost the economy and promote tourism. I am urging you deal with the matter seriously,” the Head of Government said.

The Government next approved the rules and procedures for the exercise the powers invested in social service providing agencies.

Hovik Abrahamyan noted that the reforms undertaken in the field are implemented within the framework of the policy of decentralization of powers. The Prime Minister stressed the importance of continued transfer of social services to urban communities and monitoring in this area.
