Government Holds Cabinet Meeting







A Cabinet sitting was held today, chaired by Prime Minister Hovik Abrahamyan.

Before proceeding to the agenda, Prime Minister Hovik Abrahamyan stated as follows, “Dear colleagues, I want to talk about Government Decree N594 on organization and conduct of inspections as I believe it should be revised. In order to rule out undue interference in the normal course of business activities under the current economic situation, as well as considering the launch of the new round of administrative reforms and the subsequent reduction of the number of inspections and their radical transformation, I am hereby instructing Minister-Chief of Government Staff David Haroutunyan to discuss with the heads of the agencies concerned the possibility of suspending inspections until the end of 2015 and submit a recommendation at the next Cabinet meeting. I think that we should listen to the complaints voiced by economic operators and do everything to rule out unnecessary interventions and minimize the conduct of all kinds of inspections.”

Down to the agenda, the meeting discussed and approved as follows: the methodology for assessing the economic development potential in the provinces, the 2015-2030 program of improved seismic safety in secondary schools and an action plan for 2015-2017 stemming from the concept of the State youth policy in the Republic of Armenia.

By amending the decision passed with a view to ensuring the application of the law “On social security of army servicemen and their family members,” the Government simplified the procedure for beneficiaries to get benefits and made the money transfer mode comparable to the applicable budget funding system. At the same time, the Government is set to increase the amount of allowances in order to improve beneficiaries’ welfare status.

As a result of the proposed amendment, the total fund of lump sum benefits will be AMD 94 million instead of 64 million 610 thousand drams, which means that the families of killed soldiers will be allocated additional 29 million 390 thousand drams in welfare benefits.

The Government discussed and approved a number of per-sector draft regulations developed by the Government Staff-affiliated National Center for Legislative Regulation.

Tavush Marz administration was allocated AMD 973,208.0 thousand to improve the local road network and tourism infrastructure. Another decision was passed to earmark AMD35, 000.0 thousand to Armavir Marz administration to reconstruct and renovate Musa Lerh memorial complex for the proper conduct of heroic Musa Lerh battle’s 100th anniversary celebrations. AMD 7,000.0 thousand was allocated to Kotayk Marz administration for construction of an internal network of gas pipelines in Sevaberd community.

The Government passed a decision on the procurement process of digital TV receivers to establish a procedure for the purchase of digital receiver devices.

Altogether, the meeting discussed over three dozen items related to the economy, welfare conditions and legislative reforms and made appropriate decisions.
