State regulation of economic activity to be enhanced






A Cabinet sitting was held today, chaired by Prime Minister Hovik Abrahamyan.

On behalf of the Economic Legislation Reform Council, the Government Staff-affiliated National Center for Legislative Regulation (NCLR) has studied several legal acts regulating different spheres.

When examining the legal acts governing tax administration, it was revealed that the one of the previous Government decisions dated as of January 1, 1997, the contractual repayment calculated tax arrears is no longer valid. The Government has recognized the aforementioned decision null and void. The draft decisions prepared by the National Center for Legislative Regulation are numerous and cover a variety of areas of economic activity.

They are aimed at improving the efficiency of State regulation of economic activity, removing barriers to the development of the business environment and market economy regulations, improving and simplifying public services provided to citizens, enhancing currently applicable normative legal acts.

Prime Minister Hovik Abrahamyan instructed the competent authorities to put the drafts on the agenda of the forthcoming meetings and give them appropriate solutions.

The Government amended its decision on elimination of Yerevan Secondary School No. 72 after Acharian SNCO. In particular, it was proposed to hand over the patrimonial rights of property after liquidation to the municipal community of Yerevan.

Noting that schools in the city have a lot of donors, the Prime Minister suggested giving the school property to border community schools and the Government adopted this proposal.

The Government redistributed the State budget for the year 2015, amending an earlier decision to allocate over 264 million drams at this stage for construction of the new complex of the Ministry of Territorial Administration and Emergency Situations.

About 990 million drams will be needed to complete the construction. The new complex will accommodate all Ministry units, releasing in the various areas of their buildings and structures. During the discussion, Prime Minister Hovik Abrahamyan offered to sell the former offices and with the proceeds available to complete the construction of the new complex.

The Ministry of Urban Development was provided AMD 41 million to repair and refurbish the tribune at the Sports School in Yegvard town of Kotayk Marz, intended for 300 spectators, and the 300-seat great Hall of the Armenian Writers’ Union. About 13 million was made available to build a heating system for Hovhannes Tumanyan Museum.

The Government approved the 2015 program for the Diaspora Summer School, according to which the six training courses there will be trained up to 250 teachers from the Diaspora.

The meeting next approved the 2015 Ari Tun (Come Back Home) program, according to which some 1100 youth representatives of the Diaspora will be visiting Armenia to get familiar with the Homeland.
