Government Suggests Calling Extraordinary National Assembly Session









A Cabinet sitting was held today, chaired by Prime Minister Hovik Abrahamyan.

In the aftermath of the tragic accident of Gyumri, the head of government addressed the meeting with the following statement, “On behalf of all of us, I would like to reiterate condolences to the families and close relatives of those citizens perished in the tragic motor accident that occurred on the Yerevan-Gyumri highway a few days ago. At the same time, account taken of the preliminary reports submitted to me, I wish to call the attention of relevant departments on the need to apply stricter safety inspection procedures with regard to refillable gas cylinders. I am hereby instructing the competent authorities to develop and submit comprehensive solutions within a month’s time.”

Proceeding from Article 70 of the Constitution of the Republic of Armenia, the Government decided to propose to the President of the National Assembly to convene an extraordinary session of the National Assembly on November 17, 2014, 12: 00 pm, with an agenda consisting of 27 items.

The Cabinet approved a package of amendments to the laws on technical regulations, on unified measurements and on accreditation. The amendments are meant to harmonize Armenia’s legislation in the field of technical regulations and quality infrastructure with the regulations applicable in the Eurasian Economic Union in order to facilitate the free movement of goods and commodities across the territories of EEU-member States.

The Executive next approved a set of amendments to the law On Enriched Wheat Flour and the Code of Administrative Offences of the Republic of Armenia. The amendments set out the wheat flour enrichment and other food security-related standards, as well as the liabilities of legal and natural persons engaged in the given field.

The bill provides that the premium and high-quality wheat flour should be processed at the mills of a capacity of 30 tons and over, resulting in improved health standards for children, adults and women of reproductive age with lower incidence of diseases related to iron and folic acid deficiency.

To streamline the process of granting relevant welfare status to those persons who have participated in battles for the defense of Homeland, the Government amended a previous decree. The amendment seeks to streamline the process of admission of citizens to special care institutions.

The meeting extended for another year the mandate of the commission established to deal with the assignment of pensions and seniority for such persons without a service record book, passport and other identification document as were displaced from Azerbaijan in 1988-1992 or from Artsvashen village in 1992.
