The State will Continue to Support the Peasants





A Cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.
The Government allowed the Ministry of Agriculture to purchase and import to Armenia 20 tons of wheat seeds from Stavropol region, RF, within the 2010-2014 grain and seed growing development program. Noting that seeds of such nature are being imported to Armenia for the first time, Prime Minister Tigran Sargsyan stressed that super-elite seeds will be used in the development of seed growing.
The Executive allocated over 632 million AMD to the RA Ministry of Agriculture, thus approving the public assistance program for the land users of Armenia to be able to purchase diesel fuel for fall 2012 with affordable prices. The Prime Minister recalled that a similar decision was adopted to facilitate the spring sowing works. “We have collected the whole demand from all the regions and we will fully satisfy it. In fact, the Government has subsidized diesel fuel to make it available for purchase for the peasants with more affordable prices,” Prime Minister added. “We have collected the full demand of agricultural households and have it distributed by regions. In addition, this year Vanadzor chemical plant will start producing high-quality fertilizer, which means that in the future we will be able to fully satisfy the demand with fertilizer of local production. This is the reason that at the moment we import 5000 tons of fertilizer, the remaining demand will be satisfied by a local product. The price of the fertilizer supplied to the peasant remains the same, the difference will be subsidized from the state budget,” said Tigran Sargsyan.
The Executive made changes in one of its earlier adopted decisions on “Water withdrawal from Lake Sevan for irrigation purposes in 2012”, setting up to 279.2 million cubic meters.
Changing one of the earlier adopted decisions and taking into account past experience and factual realities, the Government found it appropriate for the water supplying companies to take care of part of gauging equipment purchase and installation expenses and costs, based on the existing loan and grand programs in the system. It is also expected to improve water supply and sewerage networks internal technical condition and to reduce the waste.


                               Assistance Provided to Residents of Iran


The Government adopted a decision to render humanitarian assistance to those affected by the earthquake in the Islamic Republic of Iran on August 11, 2012, providing property of near 37 million AMD of total value: tents, mattresses, sleeping bags, as well as drinking water and canned food. “We have discussed first priority items with our Iranian partners. We will specify the list within the next two days and have the products transferred to Iran,” Prime Minister Tigran Sargsyan said.
By the Government’s decision, 86 million AMD was provided to the RA prosecutor’s office to pay for additionally obtained examination implementations in 2012.
By the Government’s decision, “Paradise” LLC, “Golden Apricot” NGO, “Yerevan State Institute of Theatre and Film” SNCO, the “Union of Cinematographers of Armenia” NGO, “Armenian National Cinema Center” SNCO, the “Armenian National Film Academy” NGO, Roman Balayan, a citizen of Ukraine and the Republic of Armenia, represented by the RA Ministry of Culture, will establish “Hay Art Cinema” foundation. The founders were suggested to appoint Hovhannes Avagyan Acting Executive Director of the foundation. The decision was adopted due to the necessity of high-quality directing in modern Armenian cinema, film development and educational system.


                                  Social Issues Receive Prior Solution


RA Government made changes and additions in two of its earlier adopted decisions to optimize the structure of the social security service, create two new divisions, clarify pension appointments, recalculations, to resume paying pension and restore the right of receiving it and a number of other processes. It is expected that the decisions will increase the efficiency of the implementation of the objectives facing the social security system.
Making changes and additions to two of its previously adopted decisions, the Executive has created an opportunity to implement energy saving systems in public buildings, as well as take measures of restructuring RA gas-chemical industry.
 

                     Deaf People will be Educated in Armenian Sign Language


The Government approved the package of draft laws on making amendments to laws on “Language” and “The Social Protection of the Disable in Armenia”, as well as four other laws, which offers to educate deaf people in Armenian sign language, which will provide the deaf with an opportunity of receiving professional and higher education.
The Government approved the bill on making changes and additions to RA laws on “Education” and “Higher and Postgraduate Professional Education”, which suggests including military education programs in the state educational standards of higher professional education.
The Executive approved the draft law on making amendments and additions to the RA law on “Refugees and Shelter”; in case the law passes, people who might be of potential danger to the national security of the Republic of Armenia will not be granted shelter.
The Government Approved the draft on making amendments to the RA law on “State Statistics”, which aims to raise the level of the representative body in the international statistics cooperation. The Executive approved the draft law on “The Establishment of a Three-Year RA State Statistic Program 2013-1015”, which includes required statistical information for economic, demographic, social and environmental monitoring.
 

                                                    Other Issues


The Executive approved the proposal of signing an economic, scientific and technical cooperation agreement between the Governments of the Republic of Armenia and The Republic of Philippines. The proposal of signing an agreement on investments encouragement and mutual protection between the Republic of Armenia and New Zealand was also agreed upon at the sitting.
The Executive approved a decision to finance the preparation and conduct of a new election of the mayor of Khnkoyan community, Lori Region, which will take place on August 26, 2012.
By the Government’s decision, “Armenian Nuclear Power Plant” CJSC was granted a one-year term license to import radioactive materials.
The Executive allowed “Alnes Construction” LTD to import stated quantity of explosives and blasting equipment to Armenia until December 31, 2012.
