Government To Continue Exercising Functions

A Cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.

To begin with, the Prime Minister read out the requirement of Article 55 of the Constitution of the Republic of Armenia, which refers to the Government: “Based on Paragraph 4, Article 55 of the Constitution of the Republic of Armenia and taking into account that the newly elected National Assembly convened the first sitting on May 31, 2012, I have submitted my government’s resignation to the President of the Republic of Armenia. At the same time, we shall continue in office pending the formation of the new government,” the Prime Minister stated.

The Government decided to extend until May 15, 2015 the deadline set for VAT settlements by Ecotomato CJSC for over AMD 300mn worth of goods imported between May 15 and December 31, 2012 under the ongoing investment program.

The company has launched a rose-growing greenhouse farm on an area of 2 hectares in Gokht village of Kotayk Marz using Dalsem’s technology (Netherlands). AMD 2.9bn investment has been made, generating some 40 jobs. AMD 950mn-worth roses were produced in 2012, most of which were exported to Russia, Georgia, Belarus and elsewhere.

The company has decided to invest additional 7.1 billion drams to double the production capacity and export volumes and create some 20-30 new jobs, with an average pay of AMD 107 thousand. The new project will be launched in the first half of 2013.

Considering the strategic importance and the socio-economic development priorities of Meghri region (Syunik Marz), AMD 15.6 million was allocated to the State Water Committee of the Ministry of Territorial Administration to ensure that a 50% discount is applied for the use of irrigation water in 2012.

To provide for the construction of border checkpoints, with a decision passed earlier the Government had recognized the status of prevailing public interest with regard to land and facilities owned by individuals and legal entities in Bagratashen (Tavush Marz), Bavra (Shirak Marz) and Dzoramut (Gogavan) (Lori Marz) rural communities. Due to the absence of a family member, the amount of compensation was not paid to an inhabitant of Bagratashen community. Today’s decision provides for the settlement of about 1 million drams in compensation for alienated land.

The Government approved an amendment to the law on assignment of ownership rights with regard to housing built for refugees deported from Azerbaijan in the period from 1988 to 1992, which provides for extension of application deadlines until December 31, 2013: The bill shall be submitted to the National Assembly in the manner established by law.

At the end of the meeting, considering that the Government has already filed a resignation request and that the Prosperous Armenia Party has made a political decision, Minister of Urban Development Vardan Vardanyan, who is a Prosperous Armenia Party member, thanked his colleagues for five-year-long joint efforts, wishing them robust health and every success.

Prime Minister Tigran Sargsyan stated in turn, “I would like to thank our colleagues from the Prosperous Armenia Party who were with us during all these years shouldering the burden of government activities. Thank you.”
