The Field of Economic Competition Regulated





Regular sitting of the RA Government was held today, chaired by Prime Minister Tigran Sargsyan. Before turning to the agenda, Prime Minister Sargsyan talked about the ratings given by the international organizations. “We keep our focus on all the international indices that describe the Republic of Armenia, register the problems that we have in that area and the successes that we achieve. The latest such rating was released by the ‘Reporters without Borders’ international organization. It is about the index of press freedom. Armenia has had a remarkable progress in this area; we improved our ranking by 24 places, which is also a serious political assessment. I think that the free press has an essential role in the political statement made by the Armenian National Congress about the Republic of Armenia having had a civil society for four years. We still have a long way to go and I think this a major progress.”
The Government approved the order of registration of property rights and restrictions applications and documents electronically.
Referring to the issue of presenting tax legislation reports, other documents and information electronically, this can be implemented using an electronic signature, the Prime Minister decided to subsidize part of the cost of an electronic signature. As a result 1106 organizations and individual entrepreneurs will be able to acquire an electronic signature with 3500 AMD, instead of 13000 AMD.
RA Government presented new editions of seismic risk reduction programs in the Republic of Armenia and Yerevan city and approved their schedule, established urban activities implementation order in RA tourist centers, approved the draft package of amending the RA laws ‘On Trade and Services’, ‘On Local Government’ and ‘On local self-government in the city of Yerevan’. The draft legislation is due to the need for a clear definition of trade objects and places of execution, deployment, application of standards required by legislation.
Using the state regulation levers it is expected to prevent the manifestation of unequal economic competition, to provide the protection of public and customers, small and medium business rights. Prime Minister Tigran Sargsyan said: “There is a need for legislative regulation in this area and we developed a draft law by the initiative of our partner ‘Orinats Yerkir’ party.”
The Government approved the draft law on making amendments and additions in the RA law ‘On Public Education’, examined the draft law presented by a number of MPs on passing to 100% proportional election system. The Government refused the initiative.
