Prime Minister-Headed Council Deals With Small and Medium-Size Business Development





The Small and Medium-Size Enterprise Development Council called its first sitting at the Office of Government, chaired by head of council, Prime Minister Tigran Sargsyan.

The council consists of representatives from public agencies, business community, international organizations and NGOs.

Welcoming the participants, Tigran Sargsyan noted: “The development of small and medium-size entrepreneurship is of great economic, political and social relevance. The Government of the Republic of Armenia has always viewed it as a priority.

Steps are underway for over three years aimed at shaping a favorable environment for the development of small and medium-size businesses in an effort to promote the middle class expected to play a key role in pursuit of political and economic reforms.

Middle class is known to be the main driving force of any society. It consists of people with a keen sense of responsibility for their own future, make independent decisions and act as responsible citizens of the country. The global experience evidences that the middle class has been and will be the locomotive of reforms.

Progress in shaping a civil society is impossible without small and medium-size businesses. In spite of our 3-year-long endeavors, there still remain a good number of impediments on the way to developing small and medium-size enterprise. Therefore, the current format enables us to keep up the dialog, warn of possible threats and find solutions acceptable to small and medium-size enterprises as well. An agenda has to be made up together subject to updated first of all by the representatives of small and medium-size enterprises.

On the one hand, we should clearly understand the strategy behind our policy which must be agreed upon with you. On the other hand, we will have to come together on a regular basis to discuss operative issues in order to get a first-hand view of the situation and understand the concerns voiced by small and medium-size enterprise representatives.

The councils established in some other spheres – information technologies, business environment and so on - justify this format. The fact that the given council is headed by the Prime Minister enables us to set up interagency working groups involving business community representatives on an operational basis and formulate clear-cut and well-balanced tasks and objectives account taken of the interests of all stakeholders.

Considering the successful experience of the past, I feel confidence in the positive impact of the activities of this newly established council on small and medium-size enterprise.

I would like to thank those council members who represent the private sector and have accepted to join us in our crucial and highly responsible mission,” Tigran Sargsyan stated.

Getting down to the meeting agenda, the council approved its composition and working regulations after which first deputy economy minister Karine Minasyan introduced the business community-representative council members.

The council members raised a series of issues which were commented on by the appropriate public agencies.

Summing up the proceedings of the first sitting, Prime Minister Tigran Sargsyan said to be looking forward to having active contribution on the part of council members: “It is important for us to go beyond the format at hand. The spirit and rationale of our debates should be conveyed to your corporate partners and other stakeholders as we are making a point of awareness raising efforts. The council is meant to provide stakeholders with the needed information on regulatory and other changes.”

Note that the council will have a website and an electronic address to receive the concerns and proposals of those entities interested in the development of small and medium-size enterprise in Armenia.
