Armenian Public Agency Heads Report Back 2011 Half-Year Performance





Cabinet hearings of public agency performance reports for the first half-year of 2011 continued later today at the Office of Government.

Reports were presented by justice minister Hrayr Tovmasyan and foreign minister Edward Nalbandian, as well as the heads of a number of government-affiliated public agencies.

Justice minister Hrayr Tovmasyan stated the following priority tasks: analytical study and improvement of legislation, suspension of such legal acts as contradict the European Convention on Protection of Human Rights and Fundamental Freedoms, the Constitution of the Republic of Armenia and other laws and regulations, comprehensive improvement of legislation on criminal procedure in full compliance with the international covenants on human rights, development of DataLex program capacity in order to better the enforcement base in terms of judicial system accessibility, especially through the application of an online claim processing system.

The Prime Minister wanted to know whether there were any problems in terms of compliance with the commitments assumed before the European Union. No such risks were reported by the Minister of Justice safe the allocation of a site for Chamber of Advocates headquarters which is currently being discussed by the competent authorities.

Foreign Minister Edward Nalbandian stated the following priority tasks pursued in the period under review. compliance with of the foreign policy guidelines stipulated by the President and the national security strategy of the Republic of Armenia, furtherance of the European integration, support for foreign economic policy, implementation of Armenia’s international commitments in the sphere of human rights and compliance with the recommendations formulated by monitoring bodies.

Then, the floor was given to the heads of the following agencies: State Revenue Committee, State Property Management Department and State Committee on Immovable Property Cadastre, General Department of Civil Aviation and State Nuclear Safety Regulatory Authority.

State Revenue Committee Head Gagik Khachatryan said steps had been taken to modernize tax control mechanisms, enhance Committee’s taxpayer service quality and management efficiency, reduce the time allowed for customs formalities, as well as to considerably better Armenia’s standing on the World Bank Group’s “Doing Business” chart.

Head of the government-affiliated State Property Management Department Arman Sahakyan spoke on the following priorities pursued by his agency: registration of ownership rights for State-owned or SNCO-run immovable property, clarification of rules for entitlement to community-owned assets, expansion of State-owned property registration base and enhancing management efficiency within State-participated commercial entities.

Head of General Department of Civil Aviation Artyom Movsisyan stated the following priority actions carried out by his agency: passenger service quality enhancement, simplification of procedures, commissioning of Zvartnots international airport’s new state-of-the-art passenger terminal, expanding the scope of our country’s international cooperation, introduction of small-scale aviation.

Head of State Committee on Immovable Property Cadastre by the Government Yervand Zakharyan reported progress in the following priority actions: under an arrangement signed between the State Committee on Immovable Property Cadastre by the Government of the Republic of Armenia and the Norwegian Land Survey and Mapping Agency, implementation of “Efficient registration and mapping of immovable property for the Republic of Armenia,” Reforming the system of State Committee on Immovable Property Cadastre by the Government, including the launch of a unified electronic register of real estate-related ownership rights for Yerevan city, With funds available from the State Committee on Immovable Property Cadastre by the Government, perform administrative border reinforcement activities in the communities of Vaiots-Dzor marz during 2011.

Today’s hearings of public agency performance reports ended with the statement of Head of State Nuclear Safety Regulatory Authority Ashot Martirosyan who reported back the status of his agency’s strategic program.
