5 More Ministries Report Back 2011 First Half-Year Performance





Later today debates on public agency performance reports for the first half-year of 2011 continued at the Office of Government.

Before proceeding to the reports, Prime Minister Tigran Sargsyan said emphasis should be placed on the priorities, those matters under ministerial control, as well as on the risks available.

Reports were delivered by the heads of the following ministers and government agencies: Ministry of Healthcare, Ministry of Urban Development, Ministry of Transport and Communication, Ministry of Nature Protection, Ministry of Energy and Natural Resources.

Healthcare minister Haroutune Koushkyan reported progress in implementation of the following priority tasks for 2011 - introduction of uniform payment systems for primary healthcare and gynecologic services, approval and introduction of an incentive-based funding system for first-aid services, development and application of a State-licensed child care system, introduction of the concept of primary assistance and relevant services.

Minister of Urban Development Vardan Vardanyan spoke on the following priority tasks: disaster zone housing program, improvement of legislation on special town-planning activities and special regulation of town-planning activities in the Republic of Armenia, reform of the system of territorial planning, development of communities’ institutional capacity in the field of urban development, realization of actions to address the problems available in the field of unauthorized construction, improvement of online construction permit delivery mechanisms, improvement of Armenia’s standing on the World Bank’s Doing Business chart.

Minister of Transport and Communication Manuk Vardanyan referred to the design of the new Vanadzor-Fioletove railroad, implementation of a feasibility study for the new North – South railroad, preparation and organization of civil works under the 1st, 2nd and 3rd tranches of the North-South Road Corridor investment program, as well as actions toward introduction of a new model of post management.

Minister of Nature Protection Aram Haroutunyan reported on the following priority activities: preventive action against the negative impact of increased water level at Lake Sevan, creation of protected areas Ashotsk region of Shirak Marz, replenishment of endemic fish populations in Lake Sevan.

Ministry of Energy and Natural Resources Armen Movsisyan reported back the status of the following priority programs: installation and refurbishment of power generating capacities, integration and refurbishment of regional power grids, development of nuclear energy, construction of the Iran-Armenia oil pipeline and terminal.

After hearing the reports and issuing corresponding instructions, the head of government referred to the ministries’ financial performance for the first half of 2011, as well as to the general estimate of staff performances.

The ministers presented the reasons behind delayed performance of specific tasks. The Prime Minister ordered to complete the non-implemented steps as soon as possible.
