Prime Minister and Representatives of International Donor-Organizations Discuss Regulatory Reforms




Prime Minister Tigran Sargsyan welcomed the representatives of international donor-organizations to the Office of Government.

Greeting the guests, the head of government noted: “We are just going to take up an important issue: the narrowing of bureaucratic red tape and the overhaul of management efficiency. You may know the concept of “regulatory guillotine.” I happened to meet with one of its authors, Mr. Scott Jacobs, for which I am sincerely grateful to the OSCE. After we approved the general concept, a team of Ministry of Economy experts started working Mr. Jacobs. They have been preparing the introduction of the concept for five months now. After having President Serzh Sargsyan’s approval, we decided to set up an interdepartmental council to coordinate these works.”

Tigran Sargsyan dwelt on the prospects of the government-initiated and OSCE-supported tool of fast reform referred to as “regulatory guillotine.” He stressed the importance of regulatory reforms in terms of reduced corruption risks and improved business environment.

Concerning the application methodology, the Prime Minister spoke about its favorable impact on business processes, tax and customs administration, as well as on investment and business conditions. As to the imperative of achieving higher quality in public services, Tigran Sargsyan evoked the progress stated in the sphere of driving licenses, vehicle registration and checkups, as well as in some other spheres. He went on to emphasize the instrumentality of regulatory reforms in terms of process continuity.

Head of the OSCE Armenia Office, Ambassador Sergey Kapinos pointed out that “the regulatory guillotine” is a complex program of reform enabling a streamlined legislative framework and increased governance efficiency due to which legal acts will get more targeted resulting in improved investment and business environment.

During the exchange of views that followed, donor organizations’ representatives took the floor to present their comments and proposals on the need for and the rationale behind the introduction of this tool. Welcoming the initiative of implementing regulatory reforms, the speakers expressed readiness to assist the government with its efforts. In this context, they stressed the need for informing the public on the process of reform.

Summing up meeting, the Prime Minister thanked the guests for participation and assistance.
