Citizens to be spared unnecessary troubling




A cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.

Before the meeting had started, the ministers of labor and social protection, energy and natural resources, as well as the minister of justice reported back progress on the assignments issued at the previous sittings and answered the Prime Minister’s questions.

To streamline the process of granting health certificates on the part of outpatient clinics, the government called on public agencies to prepare corresponding regulatory amendments to spare our citizens the need of producing unnecessary references and certificates delivered by welfare, healthcare and educational institutions.

Prime Minister Tigran Sargsyan pointed out that the decision has a political implication as it seeks to ease everyday life for our citizens.

The government amended a previous decree to rule out functional overlaps and boost efficiency in the activities of the legal persons’ registry office by the Staff of the Ministry of Justice. Besides, a special unit has been established to provide corruption-risk-free one-stop-shop services to applicants.

According to the Prime Minister, the introduction of the electronic system has met with a check in public agencies since some functionaries used to earn money by providing hard copies of documents. While they are eager to recover their illegal earnings, we must rule out such practices in future by means of regular monitoring.

Amending 3 preceding decisions passed in 2002, 2006 and 2009 respectively, the government lifted the requirement of producing references to tax authorities certifying that the cash registers have been put on record at the same venue as the activities specified in the license.

Aimed at reducing the number of tax authority-required mandatory references, the above amendments will affect those entities involved in educational and plant protection activities, manufacture and sales of chemical, biological and pharmaceutical products, provision of medical assistance and services.

The meeting next approved 3 investment programs, signed between the Republic of Armenia and the Asian Development Bank, one of which deals with the North-South Road Corridor investment program and the two others - with sustainable urban development ones.
