The state services must be of high quality
The Prime Minister started the government regular session today by congratulating the feminine members of the government and all the other Armenian women warmly on Motherhood and Beauty Day, wishing them luck and happiness. Afterwards Tigran Sargsyan spoke about the issue of quality of state service and noted that the government is obligated to take operational measures to improve them and to minimize the risks for corruption.
By the RA government’s decision the chart of the vehicles of the Ministry of Agriculture has been established. The chart contains a note saying “Emergency agricultural assistance” and a telephone number “(010) 54-19-68”. The received applications about agricultural problems are immediately being recorded in the register and addressed to the needed unit of the Ministry or to the Agricultural Regional Support Centers, to promote the elimination of the problems. Prime Minister noted that by this decision they invested an agricultural ambulance in the field, which aims to provide consultancy services to the villagers. “It is known that we have support centers in every region, which we founded with the assistance of the World Bank, and which include over 300 highly qualified specialists. They are obligated to help the farmers if needed and to provide them with advice. By the government’s decision it will also be possible to set up a mutual contact to ensure that the Ministry will be able to control the volumes of daily provided services properly. We will also have the opportunity to summarize the results of each week and understand what issues the farmers are conserved with nowadays.”
The prime Minister then added that it has been a few days since the commercial banks started providing agricultural loans. The Government is committed to subsidize the rates so that the farmers receive the loans with 10%. In addition, they will not have to pay neither the percents nor the principal amount for 6 months. Also in more than 200 communities the subsidies will be 6%, which means that the loans will be available with 8%. Tigran Sargsyan instructed the Minister of Finances to make clarifications via media, so that the farmers know the conditions, terms, service types and the banks that provide those services. The executive has made changes in one his previous decisions which will include a number of property units founded on voluntarily occupied lands in urban areas in the civil circulation, similar legal settlement of a differentiated approach in urban and rural areas will be deleted. So actually, the restrictions about legally registering property rights of constructions built on unauthorized lands are being removed. According to Tigran Sargsyan, this is a long-awaited decision the details of which should be presented to the public.
RA Government decided to support Japan to eliminate the consequences of the devastating earthquake and tsunami by donating five thousand dollars to the Japanese Government. Tigran Sargsyan said that by those actions the executive performed the moral duty of the Armenian people.
The executive also concluded the agreement about technical cooperation between Armenia and China. As the RA government requested, China will provide Armenia with 40 million Chinese yuan for the implementation of the technical and economic cooperation between the two countries. China has been providing Armenia with such assistance since 1999.
The Government also decided to conclude the agreement to avoid the double taxation and prevent fiscal evasion between the governments of RA and Great Britain and United Kingdom of Northern Ireland. The document will make it possible to avoid the double taxation and will create a predictable and stable tax framework.
