Company registration procedures being simplified





Chaired by Prime Minister Tigran Sargsyan, the Government met in a regular session at the Office of Government.

The Government approved a package of amendments to RA Civil Code, the law on limited liability companies and 3 other legal acts. Henceforth a single agency will be processing the papers needed for company registration in cooperation with the State Registry Office, tax authorities, RA ministries and government agencies. The State registration requirement will be waived for individual entrepreneurs, with all physical persons desirous of engaging in business activities needing only to be put on record by the corresponding registering entity. This is supposed to simplify the procedure to follow in providing trade marks, registering, putting on record etc. The package of these bills will be sent to the National Assembly in the manner established by law. According to Prime Minister Tigran Sargsyan, this legislative initiative is a highlight on the government’s reform agenda in 2010 and must be given wide coverage by mass media outlets.

Proceeding from the March 19, 2007-dated cooperation agreement on construction and commissioning of hydropower plants over the Araxes River as signed between the governments of the Republic of Armenia and the Islamic Republic of Iran, as well as from the simplified procedure for cross-border traffic between the two countries established as a follow-up to the Araxes River hydropower project survey, the Government backed the proposal on signing a building-management-operation-transfer arrangement between the Government of Armenia and the Iranian Farad-Sepasad JV. The Minister of Energy and Natural Resources was authorized to sign the above arrangement and the instrument of foreign investment protection guarantee on behalf of RA Government.

Building and engineering work will take some 5 years to complete. For the following 15 years, the energy produced at the Meghri HPP will be conveyed to Iran by means of an investor-funded 230 kV transmission line. Upon completion of these 15 years as stipulated in the agreement, the plant will be handed over to the Armenian side free of charge. As noted by the Prime Minister, this is the startup of a major investment project for Armenia. Tigran Sargsyan instructed to clarify the issue at the briefing that followed the cabinet sitting.

The following redistributions have been made in the 2010 State budget: AMD 11,000.0 was allocated to the Ministry of Urban Development to have the needed cost-estimate documents prepared for gas installation and reinforcement activities in the following incomplete facilities: 9 apartment houses in Maralik town of Shirak marz, residential buildings NN 45, 47 in Dessin street and NN 28, 29 in Prometevs street of Stepananvan town of Lori marz.

Whereas “Lori Berd” complex of monuments needs studying and providing special protection rules, the Government decided to found the “Lori Berd” protected area as a subsidiary of “Historical-Cultural Reserve-Museums and Historical Habitat Protection Service” SNCO. Located in Lori-Berd rural community of Lori marz, the protected area will be provided with the needed statutes and site maps. Currently a ban is out for construction and commissioning of residential and industrial facilities, circulation of motorized vehicles, implementation of mining activities on the site, as well as for the export of plant and flower seeds, any use of pesticides and so on.

The session agenda featured some 40 items altogether.
