Digital broadcasts to become a reality


Chaired by Prime Minister Tigran Sargsyan, the Government met in a regular session at the Office of Government.

The Government has approved the draft law on amendments to the RA law on TV and Radio which comprise some new provisions stemming from the government-approved concept on passage to digital broadcasts. Prime Minister Tigran Sargsyan made a point of the bill’s having been subject to qualified expert appraisal. Moreover, he emphasized that the experts deemed the reform to be quite reasonable and necessary. At the same time, the Prime Minister noted that television and radio is a delicate sphere which often comes under political speculations. He said the bill permits to expand the scope of political, cultural, educational and children’s programs attending to the needs of all layers of the population, providing for fair competition without yielding to market-dictated temptations.

The Government decided that the VAT settlement deadline for such imports made by Golden Grape Armas Ltd as will exceed the sum of AMD 300 million in the period from this May 1 through December 31, 2011 should be extended until May 1, 2013. This decision will permit the company to import Euro 5.2mn worth of state-of-the-art grapes-processing equipment for wine and brandy manufacturing purposes in Aragatsotni marz of Armenia, which in turn will generate 80 new jobs. Understanding that the number of new jobs may go up, Tigran Sargsyan stressed that investment may boost output and import which in turn will contribute to the development of this sphere in our country. On the other hand, small entities should be on the watch on order to withstand the competition.

The Government took note of the report of the chief of government staff on the activities carried out in 2009 under charitable and humanitarian programs. 134 local and international organizations were said to have implemented such programs importing about AMD 18.94bn worth of goods from 46 countries.

The Government amended its previous decision on the rewards and bonuses aimed at improving tax administration. As a result, the number of winning cash-register tickets will increase to raise awareness in public control mechanism.

The Government decided to allocate AMD 100.0 thousand to the Ministry of Foreign Affairs with a view to extending humanitarian assistance to the government of Tajikistan for coping with the consequences of the early May, 2010 flood.

2 decisions were passed concerning the proposals on the signing of the following agreements between the Armenian and Georgian governments: “On emergency mutual assistance at energy facilities” and “On electricity and power transit,” concerning the conditions of mutual assistance in case of breakdowns and emergency situations and the building of a legal framework to ensure sustained and undisrupted operations of Armenia’s and Georgia’s power systems and electricity markets respectively.

Under another decision, the Executive has approved the draft presidential decree on establishment of Republic of Armenia’s Embassy in the State of Kuwait.
