Ministerial functions to be clarified


Chaired by Prime Minister Tigran Sargsyan, the government met in a session at the Office of Government. Before proceeding to the agenda, the Prime Minister informed those present that ministerial function clarification work is being completed at the government to be followed by the agency statute approval procedure. In parallel, business – process description is underway which has demonstrated that we have an efficiency problem to address in this field. This may lead to job cutbacks. The resources so economized will be left with the ministries to provide incentives for the remaining staff. The existing PIUs are expected to merge with the ministries over time.

Down to the agenda, the government first passed a decision on privatizing the housing estate currently occupied by such RA citizens as were displaced from Azerbaijan in the period between 1988 and 1992. The decision provides legal guarantees to those refugee families housed at Vardashen - 6, No 68 in Yerevan and in the building of Abovian town’s engineering college. The Executive approved the list of those citizens eligible to get apartments in the block of flats situated at Fuchik – 19, Yerevan. The Ministry of Urban Development was told to allocate the apartments by casting lots and sign corresponding donation (free privatization) contracts with the selected citizens on behalf of the Republic of Armenia.

From the government’s reserve fund AMD 13,020.0 thousand has been allocated to Tavush marz administration to provide State support to those families currently residing in 3 houses in the landslide zone.

To host a women’s chess Grand Prix tournament in Jermuk town for this June 23 – 26, the Ministry of Sport and Youth Affairs was allocated AMD 300,000.0 thousand from the government’s reserve fund for transfer to Armenia’s Chess Federation. AMD 10,000.0 thousand was made available to the National Assembly of the Republic of Armenia with a view to hosting in Yerevan the 23rd regional conference of the parliamentary assembly of French-speaking community this May 3-6.

The government operated redistributions in the FY2010 State budget earmarking funds for elimination of the consequences of those collapses and landslides which recently took place on a number of road sections in the Republic of Armenia.

In conclusion, the government endorsed the 2010-2015 national program of action against smoking. Prime Minister Tigran Sargsyan said to be hopeful that the problem will be given due coverage in the press and advised the members of government to give up smoking as an example to others.

The government approved a number of draft laws which will be sent to the National Assembly in the manner stipulated by law.
