Congratulations and Business Proposals Voiced by Republic of Armenia Prime Minister Tigran Sargsyan at the Third Congress of Armenian Builders Union


Today RA Prime Minister Tigran Sargsyan attended the third congress of the Armenian Builders Union.

Greeting those present, the head of government presented his approaches to the reforms and programs implemented in the field of construction. “Construction has always been a driving force for our economy. This means that it should be in the center of our attention. Your Union should be a reliable partner for the Ministry of Urban Development. The Ministry is responsible for policy in this sphere, which means that there should be a dialogue between policy developing and implementing entities,” the Prime Minister has said.

Tigran Sargsyan highlighted the Armenian Builders Union’s control function: “I believe that the Builders Union should be more active in its professional mission. We are open to dialogue with you, and prepared to accept any proposal concerning the strategy of town-planning programs. In this respect, I would like the congress to discuss this issue and create a task force to design a working plan for the Union.”

The head of executive spoke about the conformity of Armenian and internationally accepted town-planning standards: “Urban development policy should meet the best standards of the modern world. This means we should subject to critical analysis the situation in the sphere of town-planning, including all normative documents, government decisions, legislative framework and town-planning practices. From this perspective, your analytical materials will be of great importance to us. Today we have a serious problem, namely to introduce in Armenia the best of urban development standards focusing on those EU directives streamlining this sphere which as witnessed by experts will provide Armenia with best town-planning practices. Our surveys have shown that there is serious gap in this area.

Numerous town-planning standards are still lacking in Armenia. The State needs your help in this area. Should you form expert task forces involving our best experts, you would make a significant headway in this field. Similar programs are being developed by the Ministry of Urban Development, and we invite you to take a share in the design of these programs. I know that the introduction of modern techniques and methodologies may create new problems, and first of all for the State. We should create a legal framework taking into account the peculiarities of modern town-planning. On the other hand, it seems to be clear that we have to pay attention to the training of construction specialists. Refresher courses must be organized in order to provide our builders with up-to-date knowledge and skills. I do believe that the Union has to play a role in this matter.
