RA Prime Minister Tigran Sargsyan today visited Shirak marz. The Prime Minister called a consultative meeting in marz administration to discuss allocation of plots of land to earthquake-caused homeless families in Gyumri for housing purposes. The meeting was attended by RA Vice-Prime Minister, Minister of Territorial administration, the Minister of urban Development, the First Deputy Minister of Finance, the deputy ministers of urban development and territorial administration, the Chief of Government Staff, the governor of Shirak marz and the mayor of. Gyumri, as well as corresponding officials from the Government Staff, Shirak marz administration, Gyumri Town Hall and the head of CBA department of financial system. Also in attendance were the executive director and chief architect of ArmProject OJSC, the representative of "Armseismshin" organization, the director of the Gyumri of branch of National Seismic Protection Service, prominent builders and architects from Shirak marz.


Prior to the meeting, the Prime Minister went to see the sites allocated for housing purposes. In line with a previous assignment issued by the premier and based on the proposals submitted on the part of Shirak marz governor and the mayor of Gyumri, considering the priorities set forth in terms of maintaining the integrity of incomplete residential construction sites and individual key facilities, the minister of urban development suggested developing the sites adjacent to Mush-2 and Ani districts, Hacobyan, Khanjian, Savoyan, Manushyan streets and Tbilisian highway.


To start with, the Prime minister said the purpose of this meeting was to identify those sites where large-scale construction activities are to be launched in the first place. Considering that the housing problems of those 3 thousand homeless families is a strategic issue to the Government, Tigran Sargsyan stressed that the given problem cannot be solved by merely providing housing certificates to target households and that new construction activities have to be launched over a 3-year period so as to fabricate 3 thousand new dwellings. The head of government said works need a quick start based on the experts' opinion to ensure that the right choice is made and quality construction is carried out.


The prime minister issued a number of instructions to the urban development minister, the governor of Shirak marz and the mayor of Gyumri. In particular, the mayor of Gyumri was told to prepare a report within a month's period specifying the share of lonely old-age persons, supposed to be provided with special-type housing endowed with complex social service facilities. The mayor of Gyumri was similarly told to present the list of buildings fit to be used as such dwellings. The minister of urban development was ordered to present in a week's time the bidding terms and conditions for construction of Mush-2 and Ani residential districts, subject to subsequent publication. Also, it was instructed to speed up the work carried out jointly with the CBA concerning the development of a uniform computerized data processing system for registration of homeless families. Another assignment says that together with the governor Shirak marz and the mayor of. Gyumri, the minister of urban development shall report back the number of certificates needed for housing purchase purposes.



With reference to the next agenda item, the governor of Shirak marz presented a report on the status of the assignments issued during the latest out session of the RA Government.


In conclusion, the Prime Minister advised that the next meeting was going to be held in early August in order to sum up the work done and pass relevant decisions based on its outcome.
