The Armenian Development Agency Council met at the Office of Government, chaired by council head, RA Prime Minister Tigran Sargsyan.

The council discussed the status of the assignments given at the previous meeting, the ADG performance report for the first six months of 2008, conceptual approaches to the assessment of the activities of individual units in the ADG and other issues.

Concerning the ADG performance report for the first six months of 2008, ADG Director General Robert Harutunyan reported that the agency had endeavored in several areas, including: attraction of direct investment from abroad, encouragement of investments into the home market, support to foreign investors, building up of an image of Armenia as a country with favorable business environment, as well as promotion of Armenia's efforts towards its integration with the global economy.

The ADG Director General said that the in the period under review the Agency hosted business forums, helped Armenian companies with the attendance of foreign trade fairs, provided support to foreign investors, backed the development of exports and entrepreneurship, assisted with the efforts aimed at building an information society and promoting public relations in the country. Specific research work was said to have been done in terms of attracting foreign investments, identifying interested foreign clients and commercial entities, finding possibilities for introducing domestic businesses into foreign markets, coordinating work on the Armenian version of the ADG website, as well as under other agency commitments. Robert Harutunyan stressed that the 2008 agency action plan was reconsidered as a result of the amendments brought to the 2008-2010 work-plan of the ADG. The action plan has thereby been harmonized with the updated requirements of the FDI market to match the new priorities available in the Agency-World Bank cooperation and the existing financial possibilities.

The ADG council took note of the 2008 Agency performance report. The Prime Minister said that the ADG should to be set clear-cut goals and measurable benchmarks for each year by the government to provide a basis for work efficiency and accounting. He ordered that from now on ADG reports should bear a schematic character so as to reveal the yearly dynamics of performance indices.

The council discussed and approved the conceptual approaches to the assessment of the activities carried out by individual units in the ADG. A paper as drafted in compliance of an assignment issued at the preceding meeting was said to feature description of work planning, performance assessment and staff remuneration systems.

In conclusion, the meeting discussed and approved the status of a number of other assignments given at the previous council meeting.
