RA Prime Minister Tigran Sargsyan visited the Ministries of Finance, Economy, Transport and Communications, Territorial Administration to introduce to their respective staffs newly appointed ministers Tigran Davtyan, Nerces Yeritsyan and Armen Gevorkyan.



Introducing to the staff of the RA Ministry of Finance the newly appointed minister Tigran Davtyan and congratulating him on his appointment, the Prime Minister noted the importance of the effective work carried out by Mr. Davtyan at the Ministry of Trade and Economic Development, then at the Armenian Development Agency. The Prime Minister has also noted his human and professional qualities:



"Tigran Davtyan is a graduate of the Moscow State University after M. Lomonosov. In those years it was deemed to be one of best higher educational institutions. He has also attended refreshment courses. Mr. Davtyan is a good expert and has very good command of those problems facing the economy of Armenia. The distinctive feature of his work consists in that structural changes are taking place. In particular, we will have a separate Ministry of Finance and a separate Ministry of Economy. With your support, we must overcome this complex stage, create an effective control system and a cooperation framework with the Ministry of Economy. The second feature is that the RA President has set forward ambitious programs and we are in for a difficult but at the same time exciting work. A major goal is Armenia's transformation into a financial center. I think you can see that the Ministry of Finance will have to play a key role in this process. Work is already underway towards the development of a corresponding concept note with the involvement of international experts and I feel that together with you we will succeed in this undertaking as soon as possible. I think your everyday work should be directed towards the decision of this crucial task. At the same time it is clear that the State budget and the work of the exchequer will constitute an axis for the activities of the Ministry of Finance plus revenue policies, expenditure policies, the handling of the state budget deficit, the domestic-foreign debt-related issues, as well as macroeconomic analyses. I think that the potential available with the Ministry of Finance, the human capital, the long experience and deep knowledge of its staff will help solve these questions successfully.



The Prime Minister also thanked Vardan Khachatryan who used to supervise the Ministry of Finance and Economy during several years in quite a difficult period: "We remember the Ministry of Finance and Economy 10 years ago, 15 years ago, as well as at the moment you took office and can see what it is like now. We have made quite a serious progress, first of all, in the sphere of budgetary discipline. Very soon we got used to the normal budgetary process and forgot those difficulties we had when there were budget arrears in salaries, pensions, charges. These problems are completely solved today and this owing to a highly valuable personal contribution made by Mr. Khachatryan."
