The report on the implementation process and results of the Government Program for 2025 will be presented to the National Assembly







Today, the regular Cabinet meeting was held, chaired by the Deputy Prime Minister of the Republic of Armenia Mher Grigoryan.

The Government approved the report “On the implementation process and results of 2025” in the package of non-reportable issues. According to the substantiation, the report was developed with the participation of all concerned departments. It contains result and numerical indicators on the implementation of the Government Program.

The Government has established types or thresholds of deductible (non-taxable) income not subject to declaration in the annual income tax calculation (declaration). As noted by the Minister of Finance Vahe Hovhannisyan, last year, amendments were made to the Tax Code and the system for declaring income of individuals was significantly simplified, and a system for automatically submitting declarations was introduced. The decision proposes to establish types and thresholds of deductible (non-taxable) income not subject to declaration. In particular, it is proposed to establish that the amounts of loans received in lump sums up to 1 million AMD from individuals who are not considered family members, as defined in the last paragraph of Article 156 of the Tax Code of the Republic of Armenia, are not subject to declaration, except for cases where the debtor has agreed with the creditor not to return the loan amounts (including upon expiration of the statute of limitations established by law).

Due to the transition to the payment of pensions and state benefits exclusively in a non-cash manner, the Government has adopted a decision. The decision proposes to establish that the bank, if there are appropriate opportunities, may, through an organization authorized to provide courier services or its employees, carry out the necessary actions for the beneficiary to acquire the rights of the bank's customer (bank account holder) and deliver the card, if the beneficiary is 85 years old or has severe functional limitations regardless of age (group 1 disability) or 75-85 years old with profound functional limitations (group 2 disability) or person with mobility limitations regardless of age (according to the information received).

The Government approved the concept of the development of the Academic City. Minister of Education, Science, Culture and Sports Zhanna Andreasyan reminded that the Government approved the concept of the development of the Academic City on October 19, 2023. “This contains our initial ideas and vision for the “Academic City” program, within the framework of which a large amount of work has been done since then. We are now at a stage when the already done work makes it possible to fully approve the concept in a revised edition, making our upcoming activities much clearer and more visible.” According to the Minister, the concept also describes the process of developing a financial strategy for the implementation of the program, which will make the cost and budgeting process of the program more systematic, as well as provide direction for investment opportunities and private sector involvement. The Minister informed that the actual construction work is planned to start in 2027.

The Government has made amendments and additions to the decision on the procedure for the installation of gas cylinder equipment on motor vehicles operating on compressed natural or liquefied petroleum gas and the procedure for periodic certification of gas cylinders. Accordingly, it is proposed to supplement the procedure with a provision for mandatory video recording of the gas cylinder certification process and to define the minimum periods for storing video recordings at the production bases of licensed organizations carrying out periodic certification of gas cylinders. At the same time, the mandatory actions reflected in the video recording of the presence of a gas cylinder in a vehicle and the gas cylinder certification process are defined.
