Today, the regular Cabinet meeting took place, chaired by Deputy Prime Minister Tigran Khachatryan.

The Government has established a targeted mortgage loan program and the conditions of mortgage loan for the purpose of obtaining the right to purchase an apartment or a residential house or an apartment or a residential house under construction from a multi-apartment or subdivided building with state support by officer servicemen who have graduated from a military educational institution and have been appointed to an officer position in the system of the Ministry of Defense or the border troops of the National Security Service. As noted by Deputy Minister of Defense Hrachya Sargsyan, the program will enable officer servicemen to acquire an apartment or a residential house with the right of ownership based on financing entirely at the expense of state budget funds. According to the Deputy Minister, the loan, down payment, principal amount and interest will be fully paid at the expense of state budget funds by the Ministry of Defense.

The government approved the bill on amendments and supplements to the Law "On Medical Assistance and Service to the Population". The requirements for the candidate for the executive body managing healthcare, including medical assistance and service, have been revised: selection and appointment of more qualified, knowledgeable personnel to the positions of directors of healthcare organizations, which will increase the efficiency of the management and general activities of the organizations. As a result, the accountability of the heads of the executive bodies of healthcare organizations regarding the organization's activities to the authorized body and the relevant competent body appointing and dismissing them from their positions will also be ensured, and as a result, the efficiency of the management and general activities of healthcare organizations will increase.

The Government approved the bill of the Republic of Armenia on amendments and supplements to the Tax Code of the Republic of Armenia, the adoption of which is conditioned by the need to regulate and clarify issues arising during the application of the Tax Code of the Republic of Armenia, to review individual legal norms, to make substantive, editorial changes or supplements to them and to establish new regulations. The bill proposes to review the rules for accounting for transactions and operations expressed in foreign currency, as well as to establish regulations for accounting for certain transactions and operations expressed in foreign currency. Accordingly, in particular, it is planned to regulate issues related to the adjustment of the transaction in the event of a return of goods and to provide for the possibility of adjusting the transaction for all cases of return of goods when the goods that are the subject of the transaction are subject to return.

The Government established the quantities and terms of industrial fishing of fish and crayfish in Lake Sevan for 2026, the conditions and requirements for organizing industrial fishing. According to the substantiation, each year the Scientific Center for Zoology and Hydroecology carries out an inventory of fish and crayfish stocks in Lake Sevan and its basin, as a result of which it proposes a quantity of industrial fishing. As of October 2025, the total stock of whitefish in Lake Sevan amounted to 3591.8 tons, of which the industrial stock amounted to 1373.9 tons. Accordingly, the scientific center proposed a quantity of 550 tons for industrial fishing of whitefish for 2026, which is 40% of the industrial stock. As Deputy Minister of Environment Ara Mkrtchyan noted, the fishing period is set from February 6 to November 20.
