The Chief of Staff of the Prime Minister of the Republic of Armenia Arayik Harutyunyan was present at the signing ceremony of the Memorandum of Cooperation at the Central Election Commission of the Republic of Armenia. The Memorandum of Cooperation was signed by the Chairman of the CEC Vahagn Hovakimyan and the Resident Representative of the United Nations Development Programme Natia Natsvlishvili, announcing the launch of the ARTEMIS project. The latter is aimed at promoting reforms for transparent and inclusive electoral system.
Arayik Harutyunyan welcomed the attendees and thanked international partners for their continuous work on electoral processes and for improving those processes. “The recent electoral processes in Armenia show that the Government of the Republic of Armenia and the partners of the Central Election Commission are making every effort to ensure that these elections are the most transparent and fairest, and we have proven this in practice since 2018,” said Arayik Harutyunyan.
The Prime Minister's Chief of Staff emphasized that for this purpose, institutional reforms have been implemented, which are aimed at strengthening the rule of law in the country, combating corruption, and increasing financial control. In particular, according to Arayik Harutyunyan, systemic reforms have been implemented to form and strengthen the anti-corruption institutional system, as well as to develop the general capabilities of state administration and control bodies.
Arayik Harutyunyan considered the targeted strengthening of the Central Election Commission’s capabilities as an important component of the reforms, including the development of professional capabilities, improving technical equipment, the use of digital and analytical tools, as well as the introduction of international best practices.
According to the Chief of Staff of the Prime Minister, all these steps strengthen the electoral processes and public trust in them.
The solemn ceremony was also attended by the Ambassador of the Kingdom of Norway to the Republic of Armenia Bergljot Hovland, the Head of the Cooperation Department of the EU Delegation to Armenia Frank Hess, the Counselor of the Embassy of the Kingdom of Sweden to the Republic of Armenia, Head of Development Cooperation Klas Walderström, the Head of German Development Cooperation at the Embassy of the Federal Republic of Germany to the Republic of Armenia Katrin Buder-Pelz, the UN Resident Coordinator in the Republic of Armenia Françoise Jacob, the Head of the IFES Armenia Office Jérôme Leyraud and other guests.
