An Operational Management Office to be established within the Ministry of Internal Affairs
The regular Cabinet meeting took place today, chaired by Deputy Prime Minister of the Republic of Armenia Tigran Khachatryan.
The Government approved the laws “On Amendments to the Law on Police”, “On Amendments and Addenda to the Law on Rescue Service” and “On Amendments to the Law on Remuneration of Persons Holding Public Offices and Public Service Positions”. The package of bills envisages the establishment of an Operational Management Office within the Ministry of Internal Affairs of the Republic of Armenia, by terminating the activities of the Operational Management Center of the Police and the National Center for Crisis Management of the Rescue Service. As a result of optimizing the professional forces of the mentioned services, alerts from citizens regarding various violations, emergencies and accidents will be received and serviced with a uniform approach, contributing to reducing the response time to alerts and increasing efficiency. As a result of the adoption of the bills, a single operational management office will be created within the Ministry of Internal Affairs of the Republic of Armenia, the crisis response system will become more understandable, simple, fast and effective for the population in providing assistance, interdepartmental cooperation will be improved. The final formation of the new office will take place in two stages. The “112” telephone number will be launched for receiving alarms, under which the telephone numbers of the two bodies, the Police and the Rescue Service (“1-02”, “1-01”, “911”) will be unified.
The Government adopted a decision “On the consolidation of real estate and the right of gratuitous use”. As noted by the Minister of Territorial Administration and Infrastructure Davit Khudatyan, the decision proposes to consolidate the 1.5 ha land plot, which is the property of the Republic of Armenia, worth 13 million 404 thousand drams, to the Ministry of Environment and to consolidate the right of gratuitous use to the “Sevan National Park” SNCO for an indefinite period.
“The specified real estate was returned to the Republic of Armenia based on the claim of the Prosecutor General’s Office, by a judicial act issued by the court of general jurisdiction of the first instance of the Gegharkunik region, which declared the contract signed between the director of the “Sevan National Park” SNCO organization Gagik Martirosyan and the president of the “Karen” production cooperative Ruben Gharibyan and the state registration of the right of ownership based on it invalid. The property is already registered as property of the Republic of Armenia,” said the Minister of Territorial Administration and Infrastructure. The government's decision proposes to allocate 2,828,277 thousand drams to the staffs of the regional administrations of the Republic of Armenia for the implementation of subvention programs aimed at the development of community infrastructure in order to fulfill financial obligations to the relevant construction organizations. The decision proposes to co-finance 27 subvention programs in 14 communities.
The Government adopted decisions that include a number of changes related to the procedures for conducting electronic auctions and property alienation. Chairman of the State Property Management Committee Arnak Avetisyan presented the planned changes. The head of the State Property Committee emphasized that the order establishes a unified approach to the formation of the principles and conditions for the alienation of all property. In particular, the duration of the electronic auction will become 3 days instead of the current 1 working day, which will allow for a longer period for submitting applications.
