Steps taken to increase the effectiveness of supervision over the gambling sector
A regular Cabinet meeting took place today, chaired by Deputy Prime Minister of the Republic of Armenia Tigran Khachatryan.
The Government’s decision established the procedure for holding a competition to select an operator for regulating gambling activities, the procedure for participating in the operator selection procedure by a consortium, the procedure for concluding a contract with the operator, and the grounds for considering the competition invalid. It was determined that the interdepartmental competition commission formed by the Prime Minister of the Republic of Armenia’s Resolution No. 670-L dated 28.07.2025 “On establishing the composition and working procedure of the interdepartmental competition commission for selecting a gambling operator” shall, within two months after the entry into force of this resolution, announce a competition for selecting a gambling operator. It was also determined that the first selection of the operator is conducted by means of a quality and cost-based selection evaluation method.
Deputy Prime Minister Tigran Khachatryan noted: "I would like to add that this issue has been at the core of the Government's working discussions since the beginning of the year. On the instructions of the Prime Minister, we have had a number of consultations. It has already been noted that this is the area that provides a significant share of state budget revenues. Accordingly, effective administration is one of the important issues that should be strived for. To date, of course, accountability mechanisms have tried to regulate the field in such a way that the most complete declaration is made and taxes are paid from the results of real economic activity, but it was also noted that the second component, which is the component of taxation of people's income, will come into force next year."
The Government approved the legislative initiative of the Government of the Republic of Armenia on the laws "On Cybersecurity", "On Public Information", "On the Information Systems Regulatory Authority", as well as a package of bills related to them. The adoption of the decision will contribute to the establishment, development, and modernization of the public information system, regulations that meet international standards, the implementation of a unified information policy, and the formation, development, and modernization of the state information system, creating an opportunity to more effectively implement the goals of Armenia's digitization, digital transformation of the government, economy, and the society.
The Government made a decision that will make it possible to complete the “Iran-Armenia 400 kV and corresponding substation construction” project in the shortest possible time, and mitigate further increases in electricity tariffs for the final consumer. With the adoption of the decision, the project will be completed in the shortest possible time, the mutual flows of electricity between the Republic of Armenia and the Islamic Republic of Iran will increase from 350 MW to 1200 MW, the level of security, reliability and stability of the Armenian energy system will increase, and an opportunity will be created to fully use the capacity of the Iran-Armenia gas pipeline within the framework of the “Gas for Electricity” program.
The Government approved the procedure for implementing the measure to encourage a healthy lifestyle among the public and promote alternative forms of transportation.
The adoption of the decision will determine the procedure for subsidizing loan interest rates within the framework of the measure, which will contribute to the more active use of bicycles as a means of transportation among the public, which will have a positive impact on both increasing healthy physical activity among the public and the development of alternative forms of public transportation. The planned measure will also have an impact in terms of economic development, taking into account the creation of opportunities for the import of bicycles and the activation of the technical service sector.
