Programme Overview

In March 2003, the UK Department for International Development (DFID) and the Government of Armenia (GoA) launched the Armenia Public Sector Reform Programme (APSREP).
APSREP was part of a broader framework of donor assistance to the GoA designed to reduce poverty in Armenia by strengthening the government's policymaking and service delivery capacities and by increasing citizens' participation in the development and evaluation of GoA programmes.
The four-year programme was implemented by the International Development Team of PricewaterhouseCoopers (PwC) in collaboration with the British Institute of International and Comparative Law (BIICL) and several Armenian non-governmental organisations (NGOs). One of the project aims was to help ensure that citizens, the media and civil society organisations can contribute to the effectiveness of public sector policy formulation through increased participation in policy debates, especially in the three APSREP counterpart ministries, the Ministry of Health, the Ministry of Education and Science and the Ministry of Labour and Social Issues.
The activities undertaken by APSREP have worked towards the following:

Component 1: Rationalised and reorganised structure and organisation of central and regional government.

Component 2 Increased accountability, independence and effectiveness of the civil service.

Component 3 Enhanced citizen's access to information and participation in the design, implementation and evaluation of government policy.

APSREP was completed in August 2007.

APSREP's partners
The Armenian Public Sector Reform Commission (PSRC) was APSREP's primary partner and steering group. In order to better the delivery of services to public APSREP worked closely with the following ministries and marzpetarans:

  • Ministry of Health

  • Ministry of Education and Science

  • Ministry of Labour and Social Issues

  • Tavush Marzpetaran

  • Gegharkunik Marzpetaran

    In addition, the Armenian Civil Service Council conducted reforms with APSREP's technical assistance, as did the Armenian Public Administration Academy.
