The Center was established in 1997 as a closed joint-stock company. Decree number 418-N of the Republic of Armenia Government dated April 17 2003 reorganized the Center into the "Information Analysis Center for Economic Reform" State Non-Commercial Organization.
The founder of the Center is the Republic of Armenia, acting through the Government of the Republic of Armenia.
With the aim of developing a realistic public opinion of the economic reform policies pursued by the RoA Government, presenting the reform progress, and covering the best international practices, the Center has tried to support a closer link between society and the Government by means of TV shows ("Dzeragir"), media publications and reports ("Analytical Reports", "Library"), online facilities ("Questions for the Government"), and other means; to present the activities of the Government in a more transparent way than before; and to ensure public participation in and public support to the implementation of reforms.
During 2000-2001, the Center operated under the SATAC technical assistance credit between the RoA Government and the World Bank. From 2001, the Center became engaged in the process of ensuring public participation in the elaboration of the Poverty Reduction Strategy Paper ("PRSP Participation and Awareness Process"), and contributed to organizing public debates on and raising public awareness of the RoA Anti-Corruption Strategy ("Anti-Corruption Strategy").
