By signing the United Nations Millennium Declaration in September 2000, the Government of the Republic of Armenia, together with 191 countries, committed itself to eight global goals including the eradication of human poverty. In the years since signing the Declaration, the Government has shown its commitment to the Millennium Development Goals (MDG), in particular reducing poverty, adopting a comprehensive, multi-pronged Poverty Reduction Strategy in August 2003 aimed at generating high rates of economic growth and redistributing this growth to social programmes for the poor and socially disadvantaged.
The United Nations Development Programme is committed to supporting the Government of the Republic of Armenia in its efforts implement the Poverty Reduction Strategy and achieve the MDGs. As a part of the UN system, UNDP holds as one of the highest objectives the aim of helping to create a world based on human rights and human development, where all people are able to live in security and dignity.
Human poverty has its specific character in Armenia. The data in this bulletin shows that human poverty is more widespread in rural areas, where people have limited access to education, particularly pre-school and professional education, healthcare, particularly primary care, information, particularly through the internet, communications, including telecommunications, transportation and rural roads, and participation in social and political life, because of physical and social isolation. Of the main factors contributing to human poverty, lack of access to healthcare services, in particular, is a cause for serious concern in almost all marzes and for all population groups.
UNDP is confident that a better understanding of the specificities of human poverty in Armenia's marzes will help the Government and civil society fine-tune the country's pro-poor policies, ensuring that they are aimed at reaching the eight Millennium Development Goals and supporting the objectives of the PRSP and human development.
