The cooperation between the RoA Government and the RoA National Assembly is based upon the principle of complying with the provisions of the RoA Constitution. It is carried out in the ambit of the powers vested in the Government under the RoA Constitution and is governed by the RoA Law on the National Assembly Regulations.
More specifically, the following should be noted:
- Parliamentarians and the Government have the right to take legislative initiative before the National Assembly;
- The Government determines the sequence in which the draft laws submitted by the Government will be discussed;
- The Government may decide that the National Assembly discuss and vote on an urgent draft law within a one-month term;
- The National Assembly discusses draft laws cutting public revenue or increasing public spending contingent upon the availability of an opinion issued by the Government;
- The Government may raise the issue of a vote of confidence in the Government in relation to the adoption of a draft law submitted by the Government;
- The Government presents to the National Assembly for approval the state budget and the annual report on the execution of the state budget;
- The Government presents to the National Assembly for approval the Program of Activities of the Government; and
- Parliamentarians have the right to raise issues with the Government.
