Finance Minister Comments On Audit Chamber’s Public Procurement-Related Findings


During a GPC-hosted press conference, Minister of Finance David Sargsyan commented on the Audit Chamber’s findings concerning public procurements.

Noting that there are a number of problems in the area of public procurements that are being addressed by the Ministry of Finance, David Sargsyan said, “There is an action plan, based on which we will streamline the regulatory environment in order to ensure transparency in public procurements in terms of equal conditions available to customers and suppliers. As a result, we will have lower bidding prices and quality products."

A number of activities were said to have been carried out in this direction over the past 8-9 months, including approval of model procurement invitations and contracts, posting of the 2012 annual procurements report at gnumner.am website of the Ministry of Finance, establishment of a single database of actual procurements to provide for statistical analyses, monitoring of sample contracts and early monitoring. David Sargsyan added that the Ministry of Finance will give a press conference on the outcome of all monitoring so executed.

The Government was said to have taken a number of steps to increase the efficiency of Procurement Boards of Appeal. Work has been done to ensure full implementation of the e-procurement system.
