Government Signs Regulatory Guillotine Program Support Grant Facility





A grant arrangement was signed today between the Government of the Republic of Armenia and the Austrian Development Agency (ADA), which is the operational unit of the Austrian Development Cooperation (ADC).

The agreement was signed by Minister-Chief of Government Staff Davit Haroutunyan on behalf of the Government of Armenia, and ADA Executive Director Martin Ledolter for the Austrian Development Agency.

The grant is meant to support the second stage of the Regulatory Guillotine Program (RGP). The proceeds will be used not only in support of the Regulatory Guillotine-related activities, but also to fund the implementation of the Regulatory Impact Assessment (RIA) methodology. The Compact implies methodological assistance to the ministries and other public institutions in Armenia. Launched in 2011, the RGP has led to tangible results, including a 54 percent reduction in operating costs.

On behalf of the Government of the Republic of Armenia and the National Center for Legislative Regulation, Minister-Chief of Government Staff David Haroutunyan thanked the ADA for continued support provided since the very first day of program implementation. David Haroutunyan appreciated the unprecedented Euro1 million-worth assistance provided by the ADA in its capacity of key donor.

In turn, Martin Ledolter stressed the importance of the Regulatory Guillotine activities in the context of the ongoing legislative reform.

“We believe that the second stage will bring about a drastic reduction in administrative costs to create modern models in customs services and a variety of other spheres. This will promote an investment-friendly environment, which in turn will improve the quality of life,” Martin Ledolter stated.
