Important Issues On National Assembly Extraordinary Session Agenda







A Cabinet sitting was held today, chaired by Prime Minister Tigran Sargsyan.

In accordance with Article 70 of the Constitution of the Republic of Armenia, the Armenian Government invited the Chairman of the National Assembly of the Republic of Armenia to convene an extraordinary session of the National Assembly on December 20, 2013, 12:00 to discuss a number of draft laws and international treaties.

The Government approved a set of amendments to the laws on budgetary system, on local self-government, on local self-government in the city of Yerevan, as well as on the 2013 State budget of the Republic of Armenia, the provisions of which will be applicable until the end of FY2013. The legislative package will be submitted to the National Assembly in the prescribed manner.

Based the presidential ordinance of October 21, 2013 on establishing a council for restoration of trout stocks and development of fish breeding in Lake Sevan, guided by the legislation of the Republic of Armenia, the Government decided to have the draft comprehensive program on restoration of trout stocks and fish breeding in Lake Sevan submitted for independent environmental and economic expertise, as well as to set up a corresponding fund. “Republic of Armenia Government Staff” public agency was given the authority to act on behalf of the Republic of Armenia in the Fund’s proceedings. Minister of Economy Vahram Avanesyan was told to ensure appropriate media coverage.

“The program will be implemented mediating the principle of public-private sector cooperation. Interested businessmen should be invited to collaborate with the government as the program implies such a facility,” the head of government said.

Considering the application submitted by Technology and Science Dynamics LLC to obtain an operator’s license for “Alliance” free economic zone, proceeding from the standing interagency commission’s finding, based on the legislation of the Republic of Armenia, the Government decided to grant the Company an operator’s permit for tablet manufacturing and programming activities in the Zone. Note that the Company intends to cooperate with the U.S.-based tablet manufacturing Minno Office in marketing and sales matters.

Abu Dhabi Masdar Science and Technology Institute (United Arab Emirates) graduate students Henrik Melkonian, Ashot Mnatsakanyan and Rafael Harutyunyan were granted a deferment on compulsory military service up till the fall call-up campaign of 2017.

The Government allocated an amount equivalent of 20 thousand and 10 thousand euros respectively to ensure the medical treatment of Armenian writer Levon Khechoyan and artistic director Armen Mazmanyan in the Federal Republic of Germany.
