RA Prime Minister Tigran Sargsyan’s Statement at Armenia’s Public Finance Management Reform Workshop

Good afternoon, dear colleagues,

First of all, I would like to welcome all the participants of this public finance management reform-dedicated workshop which was made possible through the efforts of the World Bank and the delegation of EU Commission. Let us commence the public debate on the strategic programs of the second stage of public finance management reform. To begin with, it should be noted that this is a strategic program to be implemented in the Republic of Armenia over the next decade. As you may remember, we tried to sum up the outcome of the first stage of reform by providing detailed description of the work done by the Ministry of Finance and the capacity built up in this field. Now we have to define the tasks and the strategy of second stage. The following 4 areas of activity are to be addressed: firstly, we will have to enhance fiscal discipline aimed at greater macroeconomic stability and budget system predictability. Secondly, resources must be tied up to relevant policies and priorities. Thirdly, money should be backed by a specific value providing for efficiency in the use of public funds. Fourthly, we will have to ensure proper financial accountability.

Apart from achieving maximum accuracy in the description of business processes, we must build up capacity liable to regular training. We understand that the targets set imply availability of detailed descriptions of business processes which is quite a time-taking task. Motivation is crucial allowing us to have well-trained experts in place capable of generating a favorable environment for efficacious management of public finances.
