1987-1989 - head of party organization of the Karabakh Silk Factory
1989-1995 - twice (1989 and 1991) selected member of ASSR Supreme Soviet, member of the Presidium of Supreme Soviet
1991-1992 – member of the NKR Supreme Soviet of first convocation
1992-1994 - Chairman of the NKR State Defense Committee, NKR Prime Minister
1994-1997 - President of the Nagorno-Karabakh Republic
1997-1998 – RA Prime Minister
1998-2008 – RA President
