Distinguished Representatives of International Organizations,
Dear Partners,
Ladies and Gentlemen;
I am glad to attend this event, which heralds the start of the program of action of the national strategy for the protection of human rights in Armenia.
It would be hard to realize nowadays the establishment and development of a State’s legal system, as well as the effective organization of public institutions in the absence of democracy, human rights and fundamental freedoms. From the perspective of development of guarantees for the protection of human rights, crucial was the President-approved national strategy for the protection of human rights, which was adopted in 2012. It can be considered an essential tool for implementing a unified and coordinated policy in the field of protection of human rights, which aims at ensuring full compliance with those Constitution-stipulated commitments that our country has assumed under international treaties.
I would like to thank all those actively involved in the development of the program, including the representatives of public institutions, international organizations and civil society. As a result, the Government approved the national strategy action plan on February 27, 2014.
The feature of this program is that it covers such logically interrelated activities as concern different government agencies to be implemented under a single document. We believe this program to be the key to securing human rights guarantees in the Republic of Armenia.

Dated to the launch of the national human rights protection strategy action plan, today’s event is emblematic as it highlights our political will to fully implement the program and states our readiness for coordinated human rights-targeted actions under a consolidated document.
Congratulating all the participants of this event, I would like to express confidence that it may go a long way toward building a system of reliable guarantees for the protection of human rights in our country.
